I’m glad you photographed this, because it intrigues me as well. There are many situations in life where it makes sense to hang out in the area of refuge while others when we need to run down those stairs to be free of the structure (or whatever) is constraining us.
What exactly is an area of refuge in a parking garage? I’ve never noticed an emergency phone on my floor, is there one on yours?
